A record 300,000 U.S. visas have been revoked

The spokesman for the United States Department of State stated on 20 January that the United States had cancelled over 300,000 visas during the second term of the presidency of Trump. At least 4,000 holders of the visa cancelled in the wave were identified as "who engages in or facilitates reproductive tourism "

This wave of mass visa revocations by the State Council stems mainly from the Government of Trump's zero-tolerance attitude towards foreigners in the United States who “undercut the law, fraud or endanger national security”. Of the more than 300,000 non-immigrant visas cancelled, a significant proportion is due to the fact that the holder is involved in criminal and public security offences, of which assault, drunk driving, theft and drug-related offences account for the vast majority. In addition, the use of false material for immigration fraud and statements in social media about national security or sensitive political events are important reasons for visa cancellation.

In the context of the fight against reproductive tourism, the State Department has set up a special task force aimed at completely disrupting the industrial chain in which foreign pregnant women enter and give birth in the name of tourists in order to acquire United States citizenship for the next generation. The official law enforcement agency has specifically named and targeted surrogates run by Chinese citizens and related non-compliance chains. The rate of implementation of this policy accelerated dramatically during the second mandate of Trump, with the number of withdrawals exceeding 300,000 in a short period of time, a record high. This policy, although viewed by the Government as a necessary tool for the maintenance of national security, also drew strong criticism from human rights groups that it was suspected of racial profiling and seriously violated freedom of expression.

Reuters reports that the pace of visa revocation has increased significantly in recent weeks. According to information published by the State Council on 10 August, more than 170,000 visas have been cancelled since Trump began his second term in January 2025 and now cumulatively more than 300,000.

According to Trump, the Government has strengthened immigration law enforcement and promoted deportation with the aim of enhancing internal security. However, defenders have criticized measures that infringe on due process and freedom of expression, particularly by raising concerns about ethnic minorities and their racial profiling.

In announcing the latest data on social platform X, State Department spokesman Tommy Pigott stated that the Trump government had “revoked the most visas ever, at the fastest rate ever”. According to Pagot, the Government "has adopted a zero-tolerance policy towards foreigners who live in the United States on a visa but who violate the law, fraud or endanger national security " .

The State Council has recently confirmed that more than 250,000 visas have been withdrawn since January 2025, representing a sharp multiplication of the more than 100,000 issued in January this year. These are mainly non-immigrant visas whose core target audience includes long-term residents of commercial and tourist travellers. Among the reasons for the revocation of visas in 2025, the highest number of injuries or related offences was one quarter, followed by drunk driving by 22 per cent, while theft and substance abuse or drug trafficking each accounted for 7 per cent.

To deter foreigners from holding visas to American children to obtain United States citizenship, Trump signed an executive order on 6 August to combat reproductive tourism. On August 12th, the State Department formed a Task Force on Prevention of Reproductive Tourism, and within two months of its establishment, more than 700 United States visas held by Chinese citizens were quickly cancelled.

The Deputy Assistant Secretary of State, Vázquez, recently named China, noting that the Working Group ' s hardest-hit actions were directed at Chinese citizens who used the immigration system to acquire United States citizenship for their born children. He reiterated that Chinese reproductive tourism should not be allowed to exploit the privileges of United States citizens while undermining the integrity of United States immigration laws. Mr. Vázquez stressed that United States citizenship was not for sale, that President Trump had made it clear that the Government would defend the meaning and value of the American nationality and that the State Department would use all available means to completely dismantle the networks that profited from it by cancelling the visas of participants or facilitators.

The term “reproductive tourism” usually refers to foreign pregnant women who have been granted a visa as tourists to give birth in the United States, thus enabling their children to acquire citizenship on the basis of jus soli, which has also led to the emergence of many foreign-related institutions that provide a long service to American children. In addition to giving birth to pregnant women in the United States, there is growing concern about the presence of foreigners in the United States.
